Position Location: Manila, Philippines (Available at Clark Site too)
Position Purpose:
The Health, Safety and Environment (HSE) Officer (Safety Officer 4 Level) will be responsible for ensuring
the company's full compliance with all relevant Philippine Occupational Safety and Health (OSH)
standards and environmental regulations. This role involves developing, implementing, and monitoring
HSE programs and initiatives across all Philippine entities, promoting a strong safety culture, and
minimizing environmental impact.
Main Activities and Responsibilities:
Key Responsibilities:
I. Health & Safety Compliance (Occupational Safety and Health Standards):
• Ensure strict adherence to the Department of Labor and Employment (DOLE) Occupational
Safety and Health Standards (OSH Standards) and other relevant OSH laws and regulations in
the Philippines.
• Conduct regular workplace inspections and audits to identify hazards, assess risks, and
recommend corrective and preventive actions.
• Develop, implement, and maintain comprehensive OSH programs, policies, and procedures
(e.g., Lockout/Tagout, Confined Space Entry, Emergency Preparedness and Response, Personal
Protective Equipment, Fire Safety).
• Identify, assess and mitigate safety (physical and psychosocial) risks and environmental risks
associated with Microsourcing’s business activities and regularly review control measures for
identified risks.
• Investigate all workplace incidents, accidents, and near-misses, determine root causes, and
recommend measures to prevent recurrence. Prepare and submit required incident reports to
DOLE and ensure internal reporting of incidents.
• Maintain, monitor and regularly review Microsourcing’s health, safety and environment
ticketing system.
• Organize and conduct regular OSH trainings (e.g., Basic OSH, Fire Safety, First Aid, Ergonomics)
for all employees, supervisors, and contractors to enhance safety awareness and competency.
• Undertake audits of OSH training and compliance requirements to ensure ongoing compliance.
• Manage and maintain all OSH-related records, permits, and documentation as required by law.
• Oversee the proper handling, storage, and disposal of hazardous materials in accordance with
OSH standards.
• Serve as the company's designated Safety Officer, oversee the safety committee ensuring the
safety committee is functional, effective and meeting at the frequency required by OSH laws.
Position Description
• Ensure the provision and proper use of personal protective equipment (PPE) across all
operations.
• Ensure safety notice boards have mandatory safety notices required by applicable laws and
contained relevant and current safety information.
II. Environmental Compliance:
• Ensure full compliance with all relevant environmental laws and regulations in the Philippines,
including but not limited to:
o Republic Act (RA) 9275 (Philippine Clean Water Act)
o RA 8749 (Philippine Clean Air Act)
o RA 6969 (Toxic Substances, Hazardous and Nuclear Waste Control Act)
o RA 9003 (Ecological Solid Waste Management Act)
o Presidential Decree (PD) 1586 (Philippine Environmental Impact Statement System)
o Relevant Department of Environment and Natural Resources (DENR) Administrative
Orders (DAOs) and other implementing rules and regulations.
• Develop, implement, and monitor environmental management programs (e.g., waste
management, wastewater treatment, air emission control, energy conservation).
• Contribute to environmental risk assessments and develop mitigation strategies.
• Prepare and submit all required environmental reports to DENR (e.g., Self-Monitoring Report -
SMR, Pollution Control Officer Report).
• Manage environmental permits and licenses, ensuring timely renewal and compliance with
conditions.
• Promote environmental awareness and sustainable practices among employees.
• Serve as the company's designated Pollution Control Officer (PCO), if qualified and necessary.
• Contribute to Microsourcing’s annual GHG emissions reporting including collating data and
entering data in Microsourcings GHG inventory.
• Where required assist with client GHG data reporting and questionnaires.
III. HSE Program Rollout & Culture Building:
• Actively participate in the development and rollout of company-wide HSE strategies and
initiatives within all Philippine entities.
• Promote a proactive and positive HSE culture through awareness campaigns, communication,
and employee engagement activities.
• Collaborate with various departments to integrate HSE requirements into operational processes
and project planning.
• Regularly communicate HSE performance, challenges, and improvements to management and
employees.
• Stay updated on new and amended Philippine OSH and environmental laws and regulations, and
advise management on necessary adjustments.
• Develop and maintain emergency response plans for fire, medical emergencies, chemical spills,
and other potential incidents.
IV. Facilities and Technical Management – Supports and assist the Facilities Team in:
• Site and Maintenance Oversight: Conduct daily physical site rounds and monitor the function
of all office facilities, including fan coil units, electrical systems, cables, and lighting.
• Preventive Maintenance: Ensure all non-critical and critical equipment undergoes timely
preventive maintenance.
Position Description
• Project Supervision: Monitor and inspect fit-out, renovation, or construction projects in existing
and future office spaces to ensure satisfactory completion and freedom from deficiencies.
• Vendor and Contract Management: Monitor and audit third-party facilities vendors on their
deliverables and quality using FaCS-standard checklists. Ensure all vendor contracts are updated
and assist the Senior FM team in coordinating with vendors, sourcing, and conducting cost-
benefit analysis.
• Building Liaison: Serve as the primary point of contact with the Building Management Office to
report and follow up on end-user requests, complaints, and premises-related issues.
• Emergency Response: Respond appropriately to emergencies and urgent facilities issues as they
arise.
• Compliance and Policy Enforcement: Implement and enforce company House Rules,
Regulations, and other FaCS Policies, including those related to Asset Management.
• Documentation: Ensure proper asset documentation, such as gate passes and work permits, are
in place.
• Statutory Compliance: Assist in liaising with regulatory bodies (like PEZA and Local Government
Units) on statutory requirements.
• Security & Service Monitoring: Assist in monitoring Security services to ensure alignment with
FaCS Security standards, reporting monthly Service Level Agreement (SLA) performance.

Qualifications and Typical Experience:
Position Description
• Completed the mandatory forty-hour BOSH training from the OSHC (Occupational Safety and
Health Center), an accredited training organization, or a university-based education relevant to
the industry.
• Completed an additional aggregate of 80 hours of advanced/specialized occupational safety
training courses relevant to the industry.
• Completed an aggregate of 320 hours of OSH training.
• Actual experience as Safety Officer 3 for at least four (4) years in a BPO setting.
• At least 3 years of proven experience in environmental compliance, regulatory affairs,
environmental management systems, or a similar role.
• Strong understanding of Philippine Occupational Health and Safety standards and compliance
requirements
• At least 2 years of proven experience in environmental compliance, regulatory affairs,
environmental management systems, or a similar role.
• Strong understanding of key Philippine environmental laws. Knowledge of Australian
environment laws is a plus.
• Proven experience in preparing, reviewing, and managing EIAs/EMPs in Philippine context.
Experience in Australia context is a plus.
• Excellent analytical and problem-solving skills with the ability to interpret data and trends.
• Strong communication (written and verbal) and presentation skills, with the ability to explain
complex information clearly.
• Excellent interpersonal and relationship management skills, with the ability to build trust and
rapport with employees and vendors.
• Strong organizational skills and attention to detail.
• Proficiency in MS Office Suite (Excel, Word, PowerPoint).
