Your Role:

The Human Resource Manager is responsible for overseeing and directing the daily execution of all HR operations, compliance, and employee relations policies at the assigned site or cluster. Transitioning from an advisory/consultant framework, this role has direct ownership and end-to-end accountability for HR service delivery.

The HR Manager leads a local HR team to ensure strict compliance with Philippine labor laws, manages site-specific employee lifecycle events, and collaborates with executive leadership to maintain a highly engaged, productive, and stable workforce.

Key Responsibilities and Accountabilities

1. HR Operations & Site Leadership (End-to-End Ownership)

  • Service Delivery Execution: Oversee and guarantee the direct execution of all core HR transactional services at the site level, eliminating dependencies on an external shared services layer.

  • Employee Lifecycle Administration: Accountable for the operational processing of:
    • PEME/BI Management: Review and approve pre-employment medical exam and background investigation waivers to facilitate timely onboarding.

    • Onboarding: Direct the execution of Site Orientation and Company Policy Reviews for both on-site and work-from-home (WFH) employees.

    • Contract Management: Manage the drafting, issuance, and tracking of Contract Amendments and Account-Specific Non-Disclosure Agreements (NDAs).

    • Timekeeping & Compensation Support: Supervise local Attendance Processing (APO), leaves, and shift differential tracking for payroll inputs.

    • Special Assignments: Manage Temporary Job Assignments (TJA) and Training Bond tracking/enforcement.

  • Health and Wellness: Direct site clinic management, ensuring the onsite Nurse maintains regulatory compliance, manages HMO enrollments, and organizes the Annual Physical Examination (APE) schedules.

2. Labor Compliance & Employee Relations (ER)

  • Disciplinary Action & Due Process: Own the full employee relations cycle. Serve as the final site authority on grievances, investigations, and the administrative due process (Notice to Explain, administrative hearings, and Notice of Decision) in strict accordance with the Philippine Labor Code.

  • Compliance & Risk Management: Monitor and ensure absolute compliance with Department of Labor and Employment (DOLE) mandates, occupational health and safety standards, and local labor laws. Serve as the primary point of contact for DOLE audits or inspections.

  • Policy Customization: Create, modify, and enforce site-specific and client-account-specific policies that align with global organizational guidelines while ensuring local legality.

3. Team Management & Capability Building

  • Leadership & Coaching: Manage, mentor, and evaluate the performance of the local HR team (HR Generalists and Assistants), setting clear KPIs and fostering their professional growth.

  • Managerial Advisory: Train and guide line managers, team leaders, and operations managers on progressive discipline, performance management mechanics, and fair employee treatment to minimize legal risks.

4. Talent Management & Employee Retention

  • Performance Tracking: Manage the annual and probationary performance appraisal cycles for the site, ensuring objective goal setting and robust feedback mechanisms.

  • Retention & Engagement Strategy: Analyze site-specific attrition data and climate surveys. Design and execute concrete engagement initiatives and intervention plans to improve morale, team dynamics, and overall employee retention..

Qualifications:

  • Education: Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field.

  • Experience: Minimum of 5–7 years of progressive HR experience, with at least 3 years in a supervisory or managerial capacity within a fast-paced BPO, Call Center, or Shared Services environment.

  • Stakeholder Management: Demonstrated ability to confidently challenge and influence site leadership, corporate directors, and expatriate client stakeholders.
